Background and Responsibilities:
Dave began his insurance career in 1978, holding positions in sales and marketing for both the Property & Casualty and Life and Health business for the Joseph L. Vozza Agency. Dave was named to the Board of Directors in 1980, elected Vice President in 1983 and President in 1989. Dave was involved in the creation of the first municipal (Bergen) and school board Joint Insurance Funds (JIFs) in the State of New Jersey in 1983-1985. The Agency was instrumental in creating many subsequent Municipal Joint Insurance Funds (JIFs) as well as the Municipal Excess Liability Fund (MEL). Over the years the JIFs have expanded to insure more than 72% the municipalities in the State. Dave serves on the coverage committees of the Bergen and Morris JIF’s and the MEL, and the Bergen and South Bergen JIF’s safety committees. In 1990 Dave along with several other insurance agents throughout the State joined together to form the first Joint Insurance Fund for employee benefits commonly referred to as a HIF (Health Insurance Fund).Vozza designed, implemented and managed self-insured programs for municipalities throughout the State.
Dave currently serves as Program Manager for the North Jersey MunicipalEmployee Benefits Fund, the Municipal Reinsurance Health Insurance Fund (MRHIF), which provides coverage for the Six participating regional HIFs covering over 183 municipalities and school boards.
Dave is Chairman of the New Jersey Restaurant Workers Compensation Safety Trust, a workers compensation dividend safety group that insures over 250 restaurant members in the State of New Jersey. The Trust has returned dividends to its members, which have averaged over 23% annually since the group’s inception over 30 years ago.
Dave has designed programs for both Property & Casualty and employee benefits ranging from tradition fully insured products to alternative methods of risk transfer/sharing including loss sensitive and retention programs, JIFs, safety groups and partially self-funded programs.
